Civic Stadium was an "accidental baseball park" that was retrofitted into the section of town originally known as "Denny's Pasture" south of Queen Anne Hill between Harrison Street and 3rd and 5th Avenues *(SABR Gord Brown). The above photo shows the area when it was still simply a pasture and before it became home to the Seattle Arena and Civic Stadium. Though the stadium was meant to probably host some level of baseball activity, it certainly was not meant to be the home to the Triple-A Pacific Coast League (or any sort of Minor League system for that matter). In fact, it was probably meant more for shows, boxing, some football and perhaps racing... whether on foot or by horse or drag car... than for baseball.
