An example of how this has played out in recent history… when the Washington Nationals moved into RFK Stadium, that ballpark and Washington D.C. in general is only 45 minutes from Baltimore… thus it is well within their radius and Baltimore did indeed enforce the rules. In the end, the Nationals were allowed to move into Washington D.C. permanently but in return, had to give up all of their rights to Television media. The Baltimore Orioles actually broadcast the Nationals games (and didn’t for the first few years just to spite them) and the Nationals are the only team that doesn’t own their own media rights.
